Cursor vs. Windsurf: Which AI Coding IDE Should You Actually Pay For?

Cursor is the one to beat. The Composer model, Background Agents, and the up-to-eight-parallel-agent workflow give it a ceiling Windsurf's Cascade can't quite match on hard, autonomous, multi-file work, and the ecosystem around it (BugBot on PRs, a mature JetBrains plugin, cloud agents) is a full step ahead. But Windsurf earns its keep in two very specific cases. If you live in JetBrains and want a real agent instead of a chat sidebar, Cascade on JetBrains is the best option on the market. And if you want predictable spend, Windsurf's quota-based billing beats Cursor's credit pool for teams that hate surprise overage bills. Same $20 price now, so pick on workflow, not on cost.
Six months ago this comparison was easy. Windsurf was $15, Cursor was $20, and if you didn't have a strong feature opinion you took the $5 saving. That shortcut is gone. Windsurf raised Pro to $20 in March 2026 and swapped its credit pool for a daily/weekly quota system, and Cognition (the Devin team) now owns the whole thing. Cursor, meanwhile, spent the year shipping its own Composer model, a Background Agent that runs work on cloud VMs, up to eight parallel agents in one workspace, and a real JetBrains plugin.
So we ran both, side by side, on production work for six weeks. Features, refactors, migrations, PR reviews, and the occasional 2 a.m. bug hunt. If you’re a solo developer or on a small team doing serious multi-file work in VS Code (or you’re happy in a VS Code fork), pay for Cursor. The Composer model, Background Agents, and the parallel-agent workflow are a real ceiling advantage on autonomous work, and BugBot on your PRs is a genuine productivity win the moment you turn it on. If your team lives in JetBrains (IntelliJ, PyCharm, WebStorm, GoLand, RubyMine) pay for Windsurf. Cursor’s JetBrains plugin has come a long way, but Cascade in JetBrains is still the more complete agent experience, and it means your developers don’t have to change editors to get real AI assistance. Same for anyone who wants their bill to be their bill: Windsurf’s quota model is calmer than Cursor’s credit pool, and that alone justifies the choice for a lot of budgets.
The good news either way: at $20/month, both of these tools pay for themselves inside a week if you actually use them. The pricing shortcut is gone, but so is the excuse to not try both. Pick the one that fits your editor and your day, and get on with shipping.
